Electric Mobility Governance in Germany and Lessons for Brazil

This paper discusses electric mobility transition governance. Mobility transition is a challenging process that might favor some actors over others. Any chosen path by a region or country must rely on choices regarding resources provisioning, technology and product development and user behavior reshaping. Governance plays a key role in providing guidance and articulated actions between different players and stakeholders, in matching local, regional and national agendas and long and short term objectives. Germany’s course of actions towards mobility started relatively late compared to other countries which are also among major world car producers. Nevertheless, it differentiates itself on how it has developed key instruments to achieve consensus along the steps of this transition, in order to act, react and produce expected results, mainly based on a cooperative consensus style of policy making. This analysis prompts some issues to be further investigated on what could be missing in Brazilian electromobility transition process.
